サークルウッドとOMAによるモジュラー木造システム、オランダの庇護申請者受入施設に採用される
2026年1月15日、オイスターウェイク ― 庇護申請者受入機関（COA）は、サークルウッドとOMAのデイヴィッド・ジャーノッテン（David Gianotten）およびマイケル・デン・オッター（Michael den Otter）が開発したモジュラー木造システム「HoutKern（ハウトケルン）」工法を、オランダ・オイスターウェイクにおける新たな受け入れ施設の基盤として採用しました。迅速な組み立てと長期的な柔軟性のために設計されたこのシステムは、現代のサステナビリティ基準に沿った、包摂的で尊厳ある環境を支えます。
2024年2月、オランダ政府は自治体における庇護申請者受入施設（実施）法（スプレイディングスウェットとして知られる）を制定し、国全体の受け入れ能力を拡大するため、各自治体に庇護申請者の受け入れを義務付けました。進展はあるものの、現在の施設の半数は依然として緊急シェルターのままであり、2025年7月までに9万6,000か所という目標に達していません。
COAは、柔軟で高品質な受け入れ施設の供給を加速させるため、ハウトケルン工法を採用しました。最初の施設は、2026年にオイスターウェイクで完成する予定です。
OMAのマネージング・パートナーである建築家、デイヴィッド・ジャーノッテンは述べています。「オランダの建築家として、私たちは統合と社会的結束を支える、安全で人を迎え入れる空間を設計することを自らの責任だと考えています。ハウトケルン工法は、強靭で人道的な解決策を提供し、庇護申請者が生活を立て直すことを支えるとともに、より結束力のあるオランダ社会に寄与します」
このシステムは、標準化された木製の柱と梁、CLTの床パネル、バイオベースの間仕切り壁を用いて、シェルター、オフィス、学校の開発を可能にします。これらは電動クレーンを用いて現地で組み立てられます。建築設備は、快適性と柔軟性のために天井上に設置されます。このモジュラーのフレームワークは多様な仕上げに対応し、庇護申請者、職員、地域コミュニティのための、開放的で人を迎え入れる空間を生み出します。構造物は完全に分解可能で、部材は建設資材として再利用できます。このシステムは、COAの自立を促進するという使命を支えると同時に、二酸化炭素削減目標に貢献し、人口動態や政策の変化に応じた拡張性を可能にします。
1990年から難民を受け入れてきたオイスターウェイクの受け入れセンターは、ハウトケルン・システムのパイロット拠点となっています。デイヴィッド・ジャーノッテンの監修による改修の一環として、このシステムで建設されたオフィス、アクティビティセンター、学校、倉庫施設が追加され、既存および新設の住居機能を補完し、最大450人の居住者に対応します。各建物は日常生活を高めるように設計されており、直感的な動線誘導のための明確なカラーパレット、十分な大きさのガラス開口部、そして居住者と周辺地域の双方に温かさと安心感を伝える木製ファサードを備えています。
各構造物には専用の機能があります。2階建てのオフィスは、1階に待合スペースと相談室を備え、上階には職員用スペースと屋上テラスが設けられています。アクティビティセンターは統合プログラムを支えます。1階にはレクリエーションホール、活動室、多目的スペース、子ども用プレイルームが設けられ、上階には集中して学習できる、より静かな環境が用意されています。学校は、幼稚園、小学校、中等教育のための空間を提供し、安全で刺激的な環境を育む遊び場によって補完されています。倉庫の建物には、COAの廃棄物分別の取り組みを支えるリサイクルセンターが含まれています。
もともと2022年フロリアード国際園芸博覧会のナチュラル・パビリオンのために開発されたハウトケルン・システムは、2023年に、2050年までに「高品質で柔軟かつ持続可能な」9校から30校の学校建設を目指す、アムステルダムのイノベーション・パートナーシップ・スクールズ・プログラム向けに改良されました。
COAの為のハウトケルン・システムは、フリソ、サークルウッド、ABT、ヘッジホッグ、DWA、ロマンス、ヘコ・スパンテン、ルーニング、OMAを含むコンソーシアムによって実施されています。

Modular Wood System by Circlewood and OMA Selected for Asylum Facilities in the Netherlands
Oisterwijk, 15 January 2026 – The Central Agency for the Reception of Asylum Seekers (COA) has selected the HoutKern construction method – a modular wood system developed by Circlewood and OMA’s David Gianotten and Michael den Otter – as the foundation for new reception facilities in Oisterwijk, the Netherlands. Designed for rapid assembly and long-term adaptability, the system supports inclusive, dignified environments aligned with modern sustainability standards.
In February 2024, the Dutch government enacted the Asylum Reception Facilities in Municipalities (Enablement) Act, known as the Spreidingswet, requiring municipalities to host asylum seekers to expand national reception capacity. Despite progress, half of current facilities remain emergency shelters, falling short of the target of 96,000 places by July 2025. COA has adopted the HoutKern method to accelerate delivery of flexible, high-quality reception centers. The first facilities are scheduled for completion in Oisterwijk in 2026.

The system enables the development of shelters, offices, and schools using standardized wooden columns and beams, cross-laminated floor panels, and bio-based partition walls. These are assembled on-site with electric cranes. Building services are installed above ceilings for comfort and flexibility. The modular framework accommodates diverse finishes, creating open, welcoming spaces for asylum seekers, staff, and local communities. Structures are fully demountable, with components reusable as construction materials. The system supports COA’s mission to foster self-reliance, while contributing to CO2 reduction goals and enabling scalability in response to demographic and policy shifts.
The Oisterwijk reception center, which has hosted refugees since 1990, serves as the pilot site for the HoutKern system. As part of its refurbishment – supervised by David Gianotten – an office, activity center, school, and storage facility built with the system will be added to complement existing and new housing provisions, serving up to 450 residents. Each building is designed to enhance daily life, featuring distinct color palettes for intuitive wayfinding, generous glass openings, and wooden facades that convey warmth and security for both residents and the surrounding neighborhood.
Each structure has a dedicated function. The two-level office includes a waiting area and consultation rooms on the ground floor, with staff spaces and a rooftop terrace above. The activity center supports integration programs. Its ground floor houses a recreational hall, activity rooms, flexible-use space, and children’s playroom, while the upper level offers a quieter setting for focused learning. The school provides spaces for kindergarten, primary, and secondary education, complemented by a playground that fosters a safe and inspiring environment. The storage building includes a recycling center that supports COA’s waste separation efforts.
Originally developed for the Natural Pavilion at the Floriade World Expo 2022, the HoutKern system was adapted in 2023 for Amsterdam’s Innovation Partnership Schools program, which aims to build nine to thirty “high-quality, flexible, and sustainable” schools by 2050.
The HoutKern system for COA is implemented by a consortium that includes Friso, Circlewood, ABT, Hedgehog, DWA, Lomans, Heko Spanten, Luning, and OMA.
